We may as well learn from the latest experience of Europe

It is reported that this year marks the 10th anniversary of the introduction of the "plastic restriction order" in China. However, a survey report shows that the implementation of the "plastic restriction order" in both online and offline retail places is not optimistic.

The pollution caused by traditional disposable plastic products, such as plastic shopping bags, has not been effectively curbed. On the contrary, with the rapid development of emerging industries such as express delivery and takeaway, the pollution is becoming more and more serious.

In this case, the "degradable plastics" program represented by polylactic acid (PLA) was launched. However, PLA is not the solution, and its degradation requires a high temperature above 50 ℃ and a certain humidity that nature can't reach.

Degradable plastics with environmental protection coat are put into the market blindly, which stimulates consumers to use disposable plastic packaging in large quantities and affects the classification and recycling of traditional plastics. In addition, PLA uses corn starch for production, while China still needs to import millions of tons of corn every year to meet other needs. The demand of degradable plastics industry will aggravate this gap. The most important thing is that the degradable plastics scheme still continues the consumption pattern of disposable plastics, which is not sustainable consumption under the circular economy.

Recently, the European Commission issued the "plastics strategy in the European circular economy", proposing that all plastic packaging in the European market should be reused or recycled by 2030. By 2030, more than half of the plastic waste on the EU market will be recycled.

In its plan for plastic packaging released in January 2018, the UK required all small retail businesses to charge for plastic bags, promoting a substantial reduction in the use of disposable plastic products. In the regulation on the prevention and recycling of packaging waste, Germany has promoted the recovery of some plastic products through the deposit system.

The European Union has always been the leader and promoter of international environmental policies. Drawing on the experience of the European Union, China should also "upgrade" and formulate more stringent "plastic restriction orders". From China's own point of view, we should refer to the successful experience of these recycling links, but at the same time, we can not ignore the limitations of end treatment to solve the problem of plastic waste. Instead, we should promote industrial adjustment and consumption transformation through policies and economic levers to achieve front-end reduction and docking with international standards.

At present, the relevant state departments are studying to adjust the "plastic limit order". In July this year, the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste (Revised Draft) (Exposure Draft) formally solicited opinions from the public. The production, sale, use and recycling of plastics, including plastic bags, are expected to have laws to abide by. This shows that China has a deep understanding of the hazards of plastic waste, and has taken action at the national level.
